The Family & Community Development Division is responsible
for operating the outreach centers in the nine county service
area. The centers serve as a central contact point for low-income
clients to find available resources and provide direct emergency
services. The division has developed, constructed and managed
multi-family and single family housing. Greyhound Apartments are
located in Windsor; Cedar Ridge Apartments are located in El Dorado
Springs and nine houses are located in Clinton. Harrisonville
Meadows are located in Harrisonville. All units are rent restricted
and available for income eligible individuals and families. The
Weatherization, Housing Repair and Rehabilitation programs are
also operated by this Division.

Family Support
A State of Missouri contract for Community Services Block Grant (CSBG) funds allows WCMCAA to offer a variety of services meeting the needs of low-income persons in West Central Missouri. The program through intake, assessment and referral provides crisis and long term intervention for those meeting federal income guidelines. By promoting self-sufficiency, Family Support Services help alleviate external stress and amend circumstances enabling participants to identify and embrace community support and therefore greater stability.

Weatherization, Home Repair and Rehabilitation
Weatherization has an important story to tell. Weatherization Works! Every day, Weatherization helps low-income families conserve energy, save money, and improve their living conditions. Weatherization is the nation’s “best kept secret”.
Home repair and rehabilitation is the perfect complement to Weatherization. Homes selected are those that would likely be un-inhabitable within 10 years unless repairs are made. The combination of long term, permanent repairs and improvements plus the implementation of Weatherization measures results in affordable housing that will remain affordable, comfortable, and healthy for years to come.

Life Skills will assist families in gaining knowledge that will prepare them to handle the everyday problems associated with maintaining a home, a family, education and job(s).

The Low-Income Home Energy Assistance Program (LIHEAP)
The Low-Income Home Energy Assistance Program (LIHEAP) is a federally funded block grant administered by the Missouri Department of Social Services. The state contracts with community action agencies throughout the state for local program delivery. The Missouri Low Income Home Energy Assistance Program (LIHEAP) has two components: Energy Assistance/Regular Heating (EA) and Energy Crisis Intervention Program (ECIP). EA is designed to provide financial assistance to help pay heating bills for Missourians during the months of October, November, December, January, February, and March. Eligibility requirements for EA are based on income, family size, available resources and responsibility for payment of home heating costs. Eligibility for EA may also qualify individuals for additional financial assistance through ECIP and/or weatherization services funded by LIHEAP.

Health Care Assistance
One on one assistance in helping Medicare and Medicaid recipients to understand the services provided by these programs. People with questions can get answers or meet with trained CLAIM volunteer counselors who will assist them with health care issues.

This project provides for the development of a pool of landlords accepting Section 8 Housing Choice Vouchers.

Employment Education Fairs
We provide an opportunity to have businesses and educational institutions represented where access to employment opportunities is increased and the public will have the opportunity to fill out applications and/or interview for open positions.

Community of Friends
Community of Friends (COC) helps people build friendships across class and race lines to help people meet their goals. Three volunteers from the community called allies, and one individual or family make up a COC circle. COC circle members attend a meeting each week and have supper together. Child care is also provided.
Through COC people have access to many community resources through the friendships they make. COC is for people who really want to work hard to change their life and get out of poverty. Each participant will set their own goals in the areas of income and budgeting, academics and training, and friends and meaning.
COC is not for people who are in crisis or people who don’t want to be employed or get more training and education. COC is not a "hand out" it is a "hand up". Hard work, communication, and meeting attendance is expected.

Back to School Fairs
The Back to School Fairs provides low-income kids with needed supplies and health education screenings. Low-income households have a reduced school supply financial burden. Children receive health screenings that have potential to alert them to conditions that might require follow up. This years school fairs had over 130 organizations involved and served over 2200 children in our nine county service area.

Obesity and Tobacco Use Prevention Program
Health Care Foundation of Greater Kansas City funds the Obesity and Tobacco Use Prevention Program. Healthy practices and education concerning obesity and tobacco use is being provided in a program that is administered by West Central Missouri Community Action Agency. This is a joint effort between Health Services Division, Family and Community Development Division and Youth Services Division.
Services such as education classes and basic health screenings are provided to participants. The service is offered to Head Start parents, Outreach clients and women that come into the Women’s Health Clinic. To date we have served over 500 people in this program.
The Health Care Foundation of Greater Kansas City strives to improve access and quality of health for the medically indigent and underserved individuals and communities by providing financial support and leadership directed toward all aspects of health in Kansas City, Missouri and a six county service area (Missouri: Cass, Jackson, Lafayette Counties; Kansas: Allen, Johnson, Wyandotte Counties).
The Foundation is committed to supporting high-quality activities that produce measurable improvement in access and quality of health.
