Administration of the St. Clair County Public Housing Authority’s (PHA) Section 8 Housing Choice Voucher Program and development and management of affordable housing are the two primary functions of the Housing Division. This division administers over 1215 Vouchers in the 9 counties and the city of Grandview. It has developed and manages 363 elderly and multi-family housing units in nine(9) developments. Maplewood Estates in Stockton, Missouri is the the newest development. The other developments include: Antioch Hills in Clinton, Appleton Estates in Appleton City; Greenleaf Estates in Belton; Hawthorn Estates in Harrisonville; Oaktree Villa in Warsaw; Prairie Estates in Grandview; Walnut Estates in Raymore; and Willow Estates in Kansas City. We are currently building Hickory Estates in Hermitage, Missouri.

What is HCVP?

A Housing Choice Voucher covers the gap between what a low-income family can afford and what the private market demands for rental housing.  The program allows low-income families more housing options since it utilizes private market rentals.  An HCV family pays what they can afford and CMHA pays a direct subsidy called the Housing Assistance Payment (HAP) to the landlord to cover the balance of the monthly rent.

Elderly and Multi-family Housing

The Section 202 program helps expand the supply of affordable housing with supportive services for the elderly. It provides very low-income elderly with options that allow them to live independently.

Family Self-Sufficiency Program

Provides assistance and incentives to Choice Voucher Program participants in obtaining employment that will lead to economic independence and self-sufficiency.

Housing Choice Voucher Home Ownership Program

Allows eligible families who qualify and participate in the Housing Choice Voucher program to use their Federal Housing Assistance Payment to pay for monthly mortgage expenses rather than rent and realize the American dream of owning their own home.
